Rain doused downtown Los Angeles on Sunday, August 20, as Tropical Storm Hilary approached Southern California. Video filmed by Twitter user @Rob_on_sisukas shows rains falling in Los Angeles at around 9 am local time. At around 10:45 am, the user reported downed tree branches in the area. Hilary was downgraded from a hurricane to a tropical storm on Sunday as it was forecast to reach Southern California in the early evening. Despite the decrease in strength, the National Hurricane Center (NHC) warned that the storm had the potential to bring 'catastrophic and life-threatening flooding' to Southern California.
